MSE: Remove an unnecessary SourceBufferStreamTest

SBSTest.DISABLED_GarbageCollection_WaitingForKeyframe has long been
disabled, and with the changes last year to reduce the aggressiveness of
Chrome MSE garbage collection, the good portions of this test are
redundant with newer tests.

Please take a look at both patch sets (PS2 is what I'd like to land):
Patch set #1 updates the test to show some behavior that would PASS relative to
our current GC implementation.
Patch set #2 removes the test because it is redundant with other unit tests
added during the GC algorithm updates last year.

Thanks Chris. Per our offline chat, as I pointed out there is still an edge case
that will need fixing before closing the bug. I'll have a follow-up CL for that
