Add EGL stream extension bindings

Add EGL stream extension bindings

Add bindings for EGL_ANGLE_stream_producer_d3d_texture_nv12,
EGL_KHR_stream, EGL_KHR_stream_consumer_gltexture, and
EGL_NV_stream_consumer_gltexture_yuv.
