Remove "if (WallpaperManager::Get())" from MultiUserWindowManagerChromeOS::TransitionWallpaper()

Remove "if (WallpaperManager::Get())" from MultiUserWindowManagerChromeOS::TransitionWallpaper()

chromeos::WallpaperManager::Get() either returns true or it returns not at all,
thus the if(...) can be safely removed.
