Remove --background-color-instead-of-checkerboard flag.

This is now unused on all platforms.

I don't know where clank sets this flag. Is it not used anymore? Should it be

Yep, you can just delete the whole thing.  We still get the background color
instead of checkerboard behavior on Android but it comes from the following
block in Source/core/rendering/compositing/CompositedLayerMapping.cpp:

m_graphicsLayer->contentLayer()->setDrawCheckerboardForMissingTiles(true);
