QUIC - Minor cleanup changes to match the internal source code.
+ Added using statements.
+ Deleted annonmous namespace and include order in congest_control area
  to match internal source code.

it looks like the old format is actually the more common format in both net/quic
and internal/quic.  In net/quic it looks like only:

quic_crypto_server_stream_test.cc

Is an oddball.  In internal/quic it's only:

quic_config_test.cc
quic_crypto_server_stream_test.cc
quic_spdy_client_stream_test.cc
quic_time_wait_list_manager_test.cc
