Since NetworkSessionConfigurator is a component and it needs access to these flags, and components cannot depend on chrome or content, new flags should be added here, with the understanding that when called from iOS, command line is not parsed. (However, I have indeed seen that iOS developers have decided to fork three of these flags as kIOSIgnoreCertificateErrors, kIOSTestingFixedHttpPort, and kIOSTestingFixedHttpsPort, but the rest are ignored. Maybe there is room for a follow-up CL.)
