On the platform that one can compile chrome without
'<(DEPTH)/ui/gfx/ipc/gfx_ipc.gyp:gfx_ipc', maybe you can try removing other
obviously necessary dependency.
If one can still compile, this shows the target "ozone_platform" is not used at
all on that platform, and thus missing dependency is hidden.
Otherwise, I cannot explain why.
