Reland of Use a token to initialise ChannelMojo and MojoApplication everywhere. (patchset #1 id:1 of https://codereview.chromium.org/1892613003/ )

Reason for revert:
Reverted the original cl, then had to revert the revert. But I accidentally reverted the revert of the revert, so this final revert should restore the original cl.
