nettle: update upstream version 2.7 -> 3.2

nettle: update upstream version 2.7 -> 3.2

When nettle was originally introduced into webports, GnuTLS required
v2.7 so webports used v2.7.  But times have changed: recent versions
of GnuTLS now require nettle >= v3.1.  Update it to the latest release.
