For a follow-up probably since this is already huge (and it may not be worth
bothering with gyp going away), but I think we should remove this from this
target and rename the target to system.gyp:nss. System NSS and
net/third_party/nss had some complex relationship which is why the two were tied
together, but we no longer have that constraint.
