Adam, I don't want you to be sad :)

What I can do is add a dummy implementation for creating a key. Then I can add a
layout test which exercises this to make sure accessing the key's attributes
works. This is basically what I did to test this change in the first place (and
in fact discovered a bug when doing so).

I claim this would be an "intermediary" layout test since it would be exercising
a mock function, which would later have to be replaced.

I'll whip together a changelist and see if you like it. 

Since WebCrypto is still guarded by an "experimental" runtime flag, there isn't
a risk of this test machinery leaking to webfacing consumers.
