Reland of [chromedriver] Listen on IPv6 on IPv6-only hosts (part 2).

This contains the changes to net_util.*, which now uses "localhost" instead of "127.0.0.1", so that we can connect to IPv6-enabled instances of DevTools. It also contains some extra logging for debugging purposes.
