Suppress text rendering failures on 10.9 temporarily.

It appears that a strange regression happened on 3/31
that is causing all of the trybots to render text differently
than the waterfall Mac10.9 bot for ~200 layout tests.

While I continue to debug this and try to figure out what's
going on, I will suppress the failures so we're not doing
a lot of extra work retrying the tests.
