Allow custom inspector header for CORS preflight.

We add this header when inspector is attached and then strip it in the browser.

Hrm. Yeah, this looks fine, but it's not something that we should allow to hit
the network. It's probably not something we should allow to be visible inside a
service worker either. Are there tests on the browser side of things to verify
the network/worker behavior?

Looking again, it's fine to land this to fix the CORS bug: LGTM. I'd like to see
a followup with browser-side tests to verify the service worker behavior.
