Nit regarding crbug.com/425627: This top-level bug is very generic and now has
about 120 comments which makes it hard to follow. Personally I prefer filing
more targeted bugs/tasks and marking them as blocking 425627. For this case for
examlpe, we could have a "Move all CSS to inline <style> tags" put all such CLs
under that one.
