Suggestion: Do this CL first, using an #ifdef so that it builds both before and
after the Blink side. e.g. inside of "#if
WEB_ANIMATION_DELEGATE_TAKES_ONLY_MONOTONIC_TIME", call the 2-argument version
of notifyAnimationStarted, and in the #else, call the existing 3-argument
version.
