What is "local_id"? Can you use a more informative name?

This is the ID for the peerconnection within the render process, in many other
places it's called local_id or lid (for example in the SendPeerConenctionUpdate
function below), but you're right that it's a bit confusing. I'll change it to
peer_connection_id.
