Add enable_webrtc_remoting_client config in remoting_client_jni.

Add enable_webrtc_remoting_client config in remoting_client_jni.

The ENABLE_WEBRTC_REMOTING_CLIENT define wasn't properly passed to the
JNI code, so it was ignoring the useWebrtc flag.
