WebLoadingData sounds like a storage type, I think you want
WebLoadingBehaviorType ?

Changed to WebLoadingBehaviorFlag.

We prefer having the same prefix for top-level enum names, e.g.

WebLoadingBehaviorNone,
WebLoadingBehaviorDocumentWriteEvaluator,
...


('NoLoadingData' sounds like we have no payload for the loading..)
