Use fallback in LayoutThemeMobile on mac.

WebThemeEngine does nothing on mac, so we use fallback
to paint radio and checkbox. This only happens when emulating
mobile device on mac.

Good point - I've added a test which checks radio and checkbox sizes. Please
take another look.
