bluetooth: Change definition of WebBluetoothError to mojo enum

bluetooth: Change definition of WebBluetoothError to mojo enum

To avoid having duplicated code to handle the new mojo enum we
move all the values from WebBluetoothError to mojom::WebBluetoothError
and change WebBluetoothError.h to use the generated enum.
