This is necessary, since we're using base::Callback.

Hi Colin,

please have a look! I have recently added a base::Callback to this component,
but forgot to add a dependency on base. The CL landed successfully anyway
(probably because it was limited to this component), but two subsequent CLs came
out with red tests.
