If this passes the trybots, will CQ it; if WebGL 2.0 conformance failures are
seen on the chromium.gpu.fyi waterfall afterward, let's please suppress them

Ken, I have a roll (https://codereview.chromium.org/1802803002/) ready to land.

I think my roll should remove most if not all of the failures.  Can you rebase
once mine lands? Sorry my roll got delayed because I forgot about it.

Thanks Mo, yes, please go ahead and land your roll. I had quite some difficulty
figuring out all the suppressions and wasn't even done yet.
