Closure Compiler: Add script to run compile and update Wiki docs.

This patch adds a script to run the Closure Compile for Chrome resources. It also updates the wiki to reflect this.

Closure Compiler: Add --no-circular-check to Wiki docs.

Closure Compiler needs --no-circular-check arg during GYP generation to
support two GYP files that depend on each other.

This is not worrisome. Every GYP except iOS has this flag on.

We should consider inverting the flag to --enable-circular-check in the
future, and just have the circular check off by default.

dbeam: This is just a simple script to run the compile (covers both
compiled_resources and compiled_resources2 with the option to just compile a
single target). Also updates the wiki
