Turns out that we really need to copy this check from WebTestProxyBase -
otherwise we get a failure in navigator_language/navigator_language.html.
Initially I thought that it is weird that a test ends up testing the code of
test harness, not what the product does, but I guess doing this check inside
WebView is difficult, because it doesn't know what the previous value was.
