Why don't you use PassRefPtrWillBeRawPtr in WebDOMEvent in this patch?

WebDOMEvent has its own hierarchy, so using PassRefPtrWillBeRawPtr in
WebDOMEvent increases the patch size. So I want to do that in a separate CL.
