I think the presubmit said I need a lgtm from an OWNER of third_party/pdfium for
the include rule in pdf/pdfium/fuzzers/DEPS.

Sorry for the delay. I don't know anything about fuzzers - but if someone's
reviewed the code in pdf/pdfium I'm ok to rubberstamp. The only other thought is
whether pdf/pdfium/fuzzers is a better location than pdf/fuzzers. I don't feel
too strongly (thestig@ may have had thoughts but it looks like he's OOO).
