for an IDL interface => for a given IDL file

As I commented before, we've been confused with concepts of IDL interfaces, IDL
definitions and IDL files (e.g. we should list not IDL files but IDL interfaces
in InterfaceDependencies.txt). Let's clean up all of these confusions in a
follow-up CL.
