Is this still needed? Now we no longer need preprocessor.

Nope, we can remove it – done!
(Just checked with Koji.)
It's actually not needed for Perl either, since we've removed the
defines from all the IDL files, so I've removed it from Perl and GYP too!
(Checked: no changes to output.)
