ES6: Faster implementation of OrdinaryHasInstance

Now implemented as a platform builtin that makes use of the InstanceOfStub. That
stub was parameterized to bail out to OrdinaryHasInstance behavior. This is
because at the moment we need pre-ES6 InstanceOf behavior in the tree (through
operator instanceof) as well as ES6 support through Function[@@hasInstance].
