Use ui::Event instead of mojom::EventPtr in mash/wm.

We want to get rid of mojom::EventPtr and use ui::Event instead at some point.
This CL removes mojom::EventPtr from one more layer in mus+ash.

I'm trying to narrow down the use of mojom::EventPtr only to those places where
we do IPC. This will make our job easier when we want to switch to native event
type in mojom files.
