This change looks good but I am confused on the actual bug.
The bug report says has_more is not used when it is, right?
And why was this bug causing a crasher?

Sorry for confusing you, my goal is to implement a version of ReadDirectory
which uses has_more (crbug.com/340931).
Before doing that, I want to fix every code which are handling has_more
incorrectly.
