Remove optional --commit-author argument from auto-rebaseline script.

Remove optional --commit-author argument from auto-rebaseline script.

The bot now uses 'git config' to explicitly set the intended
author/committer user name and email before running the script, rather
than routing through the rebaseline script itself.
