[Binding] Include RuntimeEnabledFeature.h if a dictionary has a RuntimeEnabledFeature

Include platform/RuntimeEnabledFeature.h if a dictionary has
a runtime enabled feature.

Before this CL, recursive inclusion could resolve the reference of
RuntimeEnabledFeatures::barEnabled().
