Bug numbers still needed here. :)  (Also the one in FrameView::setFrameRect and
CrossProcessFrameConnector::OnFrameRectChanged)

I generally put these in just before landing, as I dislike filing bugs far in
advance for issues that don't exist until the CL lands. I haven't forgotten
these though. :-)
