(though I am surprised why you are not a formal owner of this file)

We agreed with gavinp@ in [1] that inlining 2 functions (both are called only
once) and removing 4 files makes the code more readable

PTaL, I will add owners to review this after your approval. Speed of review does
not matter much for this cleanup. Take your time.
