Chromecast: disable multisampled render to texture

This causes WebGL conformance test failures (glReadPixels fails
with GL_INVALID_OPERATION).  Apply the workaround while we wait
for a fix.

I think it would end up not using AA instead with WebGL (and potentially skia
elsewhere), which would actually improve perf besides fixing the mentioned
conformance failures.
