Or just make it on all platforms - the API and implementation seems reasonable
to have as part of the bluetooth adapter everywhere.

But not implemented there, thus the try job failures. Also, the scope of this
would increase considerably to actually make the other platforms able to be
disabled.

That's a very good point. My apologies for pushing code that wasn't working, I
just wanted to see what the trybots had to say, shouldn't have sent it out for
reviews. Reverted the change (cros only again), and added a comment explaining
why it's cros only.
