BTW, this also called chromeos builders to fail due to the chrome image size
increasing. We really need to add a test for that (I will file an issue).

Also, chrome on chromeos failed to link at all ("command timed out: 6000 seconds
without output, attempting to kill"), possibly due to this change:

I experienced the same thing locally. The problem resolved itself around the
same time as this revert which is why I suspect it.

...actually, that bot probably does. So that might be a known problem caused by
a combination of this change + clang roll, and reverting the clang roll instead
of XFA might help too. I will look into that later today.
