Add Ctrl+(+Shift)+Up/Down key bindings for Windows

+<li>Type Ctrl+Up</li>
+<li>Caret should be start of paragrah</li>
+<li>Type Ctrl+Down</li>
+<li>Caret should be next paragrah</li>
+<li>Do above step with Ctrl+Shift key to extend selection</li>
