I'd avoid the "MD" abbreviation and go with IsMaterialDesignUserManager() just
so that readers don't have to come and read this comment.

having a wrapper?

simply following the existing standard in this file. I think it's not a bad
thing that this file is hiding implementation details of different
flags/switches
