Hey guys,

This change is to add a 32-bit variable builder which will be in tasked with try
jobs triggered by Findit for "Linux Builder (dbg)(32)" and "Linux Tests
(dbg)(1)(32)".

As I'm not sure if the slaves are 64 bit by default (and if a 32 bit task can
work on 64, if it has to be a vm, etc), I took a slave (vm?) from
linux_32_slaves and re-purposed it for this new variable builder. Is this
approach sound?

Robbie you mentioned dpranke may be more familiar with 32 vs 64 bit
compatibility but seems to be offline, would it make sense to include him on
this review?

LGTM.

Looking at capacity for the linux_32 pool, it can survive with 16-20 VMs:
go/lwanj (currently has 24, will have 23 after this change). So we are good.

It makes me a bit sad that we have to fracture pools so much, but I suppose it's
unavoidable if we want to prevent variable builders from affecting the CQ
builder running in that pool (linux_chromium_compile_dbg_32_ng).
