Extremely Minor Nit: You could slightly simplify these to:

  // Returns a textual representation of |hash_algorithm|.

Another possibility is the names and types of these functions explain themselves
perfectly, and you don't need a comment.

But, do whatever seems best to you, including ignoring this comment. :)
