Instead of extracting a subrect in case of scale, we can always use
the original decode since Skia will Do The Right Thing. That is, Skia
already implements a cheap subrect extraction if it needs to do it,
so there is no point in replicating this logic.

There is pretty good layout tests coverage here. When writing the original code,
it caught a lot of corner cases. Essentially this "falls back to skia" in that
it will do the same math as skia was always doing, except that it will be
working with a locked decoded image instead of discardable.
