Convert chromium.android to use "chrome_with_codecs".

Now that we have a unified media pipeline on Android, we need to
set these flags to ensure proprietary codec tests and such continue
to work properly.

Note: This will be rolled out in pieces, so not all configurations
are updated right now.

Do we plan to make ffmpeg_branding=="Chrome" by default on Android like
proprietary_codecs is?

I was actually planning to flip the default to false like other platforms, but
am waiting to hear  from lawyers and such for how that impacts WebView AOSP.

lgtm as-is for now. 

I don't particularly like this solution (I don't like  the bots building things
other than the default) but I understand how this is special. I will keep
thinking about whether there's a better way to accomplish this or not.

all the Android builders? Successful builds from each of these bots?

We'll be looking for both stability and speed - we don't want increased test
flake or cycle time as a result of this switch.
