Mark WebGL 2.0 conformance tests flaky on Windows with AMD GPUs.

Unfortunately, driver bugs make any test that uses ReadPixels flaky on
this hardware, and a similarly-broad suppression was required for
WebGL 1.0 to make the tests stable.
