code in any directory in content can include content/public/common and
content/common as that is code which can be run in any process. however only gpu
process can include content/gpu or content/public/gpu

i believe this is leftover code from before

It's needed, but for now as discussed I'm decoupling the Impl in content/common
from the interface in content/public and submitting crbug.com/597150. We should
have VDAs moved out of content/common soon, I will make Impl derive from the
public interface again then.
