oh, if you don't set the loader, the system automatically creates a new process?
So in the absence switches::kMojoLocalStorage a new process will get created at
the callsite i asked about earlier (just above).

IIUC, depends on the runner.

In the default mojo runner, this is in fact what happens. However, in
MojoShellContext, the default loader is set to a special loader that ignores all
loads. (see mojo_shell_context.cc:73).
