Do we need to wrap the WebVector in a WebPassOwnPtr here? It's hard to tell if
this is needed without seeing the //content implementation.

After playing around with the //content implementation, it doesn't have to be.

I've switched this to a const WebVector<WebRelatedApplication>&

OK, I leave it up to your judgement which one works best. Some code does this on
purpose to avoid copying the vector. Either way is OK with me as long as it
makes sense.
