Does this have to be refcounted? Since this is all new code, maybe you can get
away with stricter ownership semantics?

Agreed, let's do without at least at first, we don't have to follow the GL
semantics. In particular I suspect we'll want to bake in the synchronization /
ownership semantics which will probably look different than a simple refcount -
assuming this is intended to wrap the VkSurfaceKHR and/or the VkSwapchainKHR.
